Geneva is the smallest "global city"on the planet. Her size (fewer than a million inhabitants) is out of all proportion to her international position, world wide influence and historical capacity to attract exceptional activities. She nevertheless suffers from the small size of the area and ignorance of the surroundings, the canton of Vaud and the bordering French departments. In 2007 cross-border cooperation leads to a conurbation project "Franco-Vaud-Geneva". This work summarizes the history of the thinking behind the project and the procedures, a true revolution in practice and mentality.
